$9,000 is manageable for a lot of households. Needing $11,000 available before $2,000 of it returns is a different question, and it is the one that causes trouble.
Why the old deposit is shown separately
It is tempting to net it off and call the move $9,000. The calculator deliberately does not.
You cannot spend money you have not received. The old deposit typically arrives weeks after you have already paid the new one - and often for less than you expected, after deductions you may not agree with.
Treating it as money in hand is exactly how people arrive at moving day short.

Move less stuff.
Every extra box costs money to shift and sometimes to store. Selling or giving away what you will not miss reduces the mover quote, the truck size, the storage, and the time - all at once.
It is worth more than haggling over quotes, and most people leave it until the packing has already started.
